Only one user can be assigned to any particular booking and therefore there will never be a double booking on the Room Booking System. If someone else needs the room or resource, they request a transfer of the booking. The original booker receives an email and they can choose if they wish to transfer the booking over.

They can only edit and delete their own bookings unless you change the user permissions. If you prefer a few people to manage every booking, set them up as administrators so they can make bookings on behalf of all users.
